The Twitter client that I use (Echofon - a Firefox "add on") tends to create shortened URLS for me automatically. However, there's no shortage of options for anyone still looking for ways to do it manually

A personal favourite is bit.ly because of how it not only is able to realize a shortened URL quickly, it also provides analytics that allow me to

monitor how many time s my BITLY URL has been accessed.
monitor the location of those who clicked on the BITLY URL
monitor how the BITLY URL may have been copied and shared by others
realize a QR code for printing / sharing in other venues

.. so it's doing more than just providing a shortening service.
